We don't have any control over that - best to raise your concerns with Ministry for Primary Industries they maintain the unwanted organisms register. I've had discussions with garden centres about weedy and poisonous plants previously and they take the view that unless somebody proves to them that the plant is bad then they will keep selling (and importing) that species. You are totally correct re the toxicity From Wikipedia "All parts of the plant are poisonous, containing compounds that decompose[5][6] to produce hydrogen cyanide, and could potentially be fatal if ingested. The plant is placed in Toxicity Category 4, the category "generally considered non-toxic to humans,"[7] but the berries are considered toxic to cats and grazing animals.[8] Excessive consumption of the berries will kill birds such as Cedar Waxwings.[9] "
